Of course the CPU's should be synched at the start of every game, but unfortunately this has been an issue on occasion since the old antenna PM's started to be replaced around 2000. Two different platforms resulted in changes in game timing that were very exploitable.
Funny thing is, back in the days where all the systems were DOS based, everything was in synch and there were zero issues like this. The switch to the current 900MHz system opened back doors in every game and it keeps getting worse, mainly because the tech guys have no clue how the real BT world operates.
